SENATE CONCURRENT RESOLUTION NO. 19

(By Senators Jackson, Plymale, Bailey, Boley, Bowman, Caldwell,
Edgell, Helmick, Hunter, Minear, Mitchell, Redd and Unger)

[Originating in the Committee on Education; reported March 20, 2001.]


Requesting President George W. Bush and the State of West Virginia's congressional delegation refrain from imposing any unfunded mandates on the states.

Whereas, President Bush has proposed a plan to improve public education which includes higher standards and more accountability for the nation's schools; and
Whereas, A part of the President's plan includes the development and administration of new tests with "high stakes" attached; and
Whereas, The cost of developing and administering tests sufficient for these "high stakes" purposes is very expensive; and
Whereas, The State of West Virginia should not be required to pay the cost of tests mandated by the federal government; therefore, be it
Resolved by the Legislature of West Virginia:
That President George W. Bush and the State of West Virginia's congressional delegation are hereby respectfully requested to provide funding for any additional federal mandates on the states; and, be it
Further Resolved, That the Clerk of the Senate is hereby directed to forward a copy of this resolution to President George W. Bush and each member of the State of West Virginia's congressional delegation.
