A BILL to amend the Code of West Virginia, 1931, as amended, by
adding thereto a new section, designated §18-2-35a, relating
to the creation of a pilot program to provide funding for
certain public elementary schools instituting school uniform
policies.
Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended
by adding thereto a new section, designated §18-2-35a, to read as
follows:
ARTICLE 2. STATE BOARD OF EDUCATION.
§18-2-35a. Pilot program for funding elementary schools
instituting uniform policies.
(a) The purpose of the Legislature in enacting this section is
to establish funding for the first ten elementary schools
instituting school uniform policies pursuant to section thirty-five of this article.
(b) The Legislature hereby creates a pilot program to allocate
two hundred-fifty thousand dollars to the State Board of Education
to provide funding for up to ten public elementary schools
instituting school uniform policies pursuant to section thirty-five
of this article.
(c) The State Board of Education shall approve the first ten
public elementary schools who institute the uniform policies
pursuant to section thirty-five of this article to participate in
the pilot program.
(d) Each public elementary school approved by the state board
to participate in the pilot program shall receive a grant of
twenty-five thousand dollars allocated from the State Board of
Education from legislative appropriations made pursuant to this
section.
(d) Each school faculty Senate shall control and expend funds
allocated to the school from the State Board of Education pursuant
to this Section. These funds may be expended: to improve school
safety; to purchase school uniforms, academic materials, computers
and technology, supplies or equipment; to refurbish school
playgrounds; to enhance student behavior; to increase academic
achievement; to improve self-esteem and to address the problems of
students at-risk. Expenditures shall be made upon recommendation
from local school improvement councils, and must be approved by school principals.
NOTE: The purpose of this bill is to create a pilot program
to provide funding for certain public elementary schools
instituting school uniform policies.
