A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §30-27-3a, relating to creating a specialty license for shampoo assistant to be regulated by the Board of Barbers and Cosmetologists.

Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §30-27-3a,
to read as follows:
ARTICLE 27. BOARD OF BARBERS AND COSMETOLOGISTS.
§30-27-3a. Specialty license for shampoo assistant; fees; examinations; licensure.

The State Board of Barbers and Cosmetologists is granted the

authority to create a specialty license designated a shampoo assistant license. The applicant for a shampoo assistant license shall register with the board and pay a registration fee equal to the fee paid by the students enrolled in all state schools of cosmetology. The requirement of enrollment shall be equal to that of a student enrolling in all state schools of cosmetology. The training may be conducted by any currently licensed cosmetology salon or barber shop. The applicant must complete not less than two hundred hours of training under the direct supervision of a currently licensed barber or cosmetologist and shall include basic sanitation, proper draping and shampoo techniques, rinsing and neutralizing of perms and relaxers and removal of color or bleach. After completing the required training, the shop owner shall submit documentation that the required hours were completed on forms furnished by the board. The applicant shall then be scheduled for a written examination in the subjects completed and a state law examination. The examination fee shall be that established by the board. Upon successful completion of the examination a license will be issued as a shampoo assistant. The fee for the license shall be equal to the fee for all other personal licenses of the board.


NOTE: The purpose of this bill is to create a specialty license for shampoo assistant, to be regulated by the Board of Barbers and Cosmetologists.
