HOUSE CONCURRENT RESOLUTION NO. 89

Requesting the Division of Highways to name bridge number 08-28-
7.78 on County Route 28 in Clay County, West Virginia, the
"Staff Sergeant Arthur Coulter and Corporal E.J. Sizemore
Memorial Bridge."
Whereas, Staff Sergeant Arthur Coulter was born on September 9,
1949, and raised in Clay, West Virginia; and
Whereas, Corporal E.J. Sizemore was born on March 28, 1939, and
raided raised in Clay, West Virginia; and
Whereas, Upon graduating from Clay County High School, Corporal
E.J. Sizemore enlisted in the U.S. Army and served as an
infantryman in the 101
st Airborne Division, Screamin' Eagles; and
Whereas, Staff Sergeant Arthur Coulter enlisted in the West
Virginia Air National Guard on June 22, 1970; and
Whereas, Corporal E.J. Sizemore enlisted in the West Virginia
Army National Guard on January 26, 1974; and
Whereas, Staff Sergeant Arthur Coulter and Corporal E.J.
Sizemore were both killed in static line parachute accident on
September 20, 1975; and
Whereas, It is only fitting and proper that this bridge be
named in their honor, and that it henceforth stand as a permanent memorial so that Staff Sergeant Arthur Coulter and Corporal E.J.
Sizemore's supreme sacrifice will never be forgotten; therefore, be
it
Resolved by the Legislature of West Virginia:
That the Division of Highways is hereby requested to name
bridge number 08-28-7.78 on County Route 28 in Clay County, West
Virginia the "Staff Sergeant Arthur Coulter and Corporal E.J.
Sizemore Memorial Bridge"; and, be it
Further Resolved, That the Division of Highways is requested
to have made and be placed, signs identifying the bridge as the
"Staff Sergeant Arthur Coulter and Corporal E.J. Sizemore Memorial
Bridge"; and be it
Further Resolved, That the Clerk of the House of Delegates
forward a certified copy of this resolution to the families of
Staff Sergeant Arthur Coulter and Corporal E.J. Sizemore and the
Secretary of the Department of Transportation.
