A BILL to amend the Code of West Virginia, 1931, as amended, by
adding thereto a new section, designated §18A-4-8j, relating
to salary increases for school service employees based upon
residential housing costs.
Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended
by adding thereto a new section, designated §18A-4-8j, to read as
follows:
ARTICLE 4. SALARIES, WAGES AND OTHER BENEFITS.
§18A-4-8j. Granting service personnel salary increases based on
housing costs.
Effective for the fiscal year beginning the first day of July,
two thousand five, every eligible person employed as school service
personnel with three or more years of service shall receive an
annual salary increase equal to two percent of the employee's regular salary, if that employee resides in a county where
residential home prices are at least ten percent above the
statewide average for residential homes. Every eligible employee
with three or more years of service shall receive an annual salary
increase equal to four percent of the employee's regular salary, if
that employee resides in a county where residential home prices are
at least twenty percent above the statewide average for residential
homes. These incremental increases are in addition to any across-
the-board, cost-of-living or percentage salary increases which may
be granted in any fiscal year by the Legislature. And, every
eligible employee with three or more years of service shall receive
an annual salary increase equal to six percent of the employee's
regular salary, if that employee resides in a county where
residential home prices are at least thirty percent above the
statewide average for residential homes. If an eligible employee
with three or more years of service resides in a county where
residential home prices are more than thirty percent above the
statewide average for residential homes, the employee shall receive
an annual salary increase of two percent of the employee's regular
salary for every ten percent that residential home prices in that
employee's county exceed the statewide average for residential
homes.
NOTE: The purpose of this bill is to
provide salary increases
for school service personnel based upon residential housing costs. The employee shall receive an annual salary increase of two percent
of the employee's regular salary for every ten percent that
residential home prices in that employee's county exceed the
statewide average for residential homes.
