A BILL
making a supplementary appropriation of public moneys out of
the treasury from the balance of moneys remaining as an
unappropriated balance in the State Excess Lottery Revenue
Fund to the Division of Veterans' Affairs, account no. fund
8728, fiscal year 2008, organization 0618, all supplementing,
amending the appropriation for fiscal year ending June 30,
2009.
Whereas, The Governor submitted to the Legislature the
executive budget document, dated January 10, 2008, which included
a statement of the state Excess Lottery Revenue
Fund, setting forth
therein the cash balance and investments as of July 1, 2008, and
further included the estimate of revenues for fiscal year 2008-09,
less net appropriation balances forwarded and regular
appropriations for fiscal year 2008-09.
Whereas, It appears from the Governor's executive budget document there now remains an unappropriated balance in the State
Treasury which is available for appropriation during fiscal year
ending June 30, 2009; therefore
Be it enacted by the Legislature of West Virginia:
That the total appropriation for fiscal year ending June 30,
2009, to account no. fund 8858, fiscal year 2009, organization
0613, be supplemented and amended by increasing the total
appropriation by $100,000.00 in the line item as follows:

Any unexpended balance remaining in the appropriation for the
Division of Veterans' Affairs (fund 8728, activity 096) at the
close of fiscal year 2008-09, is hereby reappropriated for
expenditure during fiscal year 2009-10.
The purpose of this bill is to supplement the budget act for fiscal year ending June 30, 2009 by providing a supplemental
appropriation from the state excess lottery revenue
funds in the
amount of $50,000.00 for the State Veterans Nursing Home
and
$50,000.00 for the State Veterans Cemetery
, for a total of
$100,000.00 for the Division of Veterans' Affairs
for expenditure
during fiscal year 2009.
