HOUSE RESOLUTION NO. 20

Recognizing the action of President George W. Bush relative to the
National Energy Policy.
Whereas, 99 percent of the power produced in West Virginia is
generated from coal and more than 50 percent of coal exports
nationwide come from West Virginia; and
Whereas, Coal is directly responsible for providing West
Virginia residents with some of the lowest priced electricity rates
in the country; and
Whereas, The prosperity of West Virginia's economy relies
heavily on the extraction, production and utilization of coal; and
Whereas, Carbon dioxide is not classified as a pollutant under
the Clean Air Act and is produced by many sources including
petroleum and natural gas; and
Whereas, Both the increasing cost of higher education and a
recent rise in inflation can be attributed directly to the
imposition of limits on carbon dioxide emissions from power plants; and
Whereas, President George W. Bush elected to omit carbon
dioxide restrictions from his National Energy Policy; therefore, be
it
Resolved by the West Virginia House of Delegates:
That the West Virginia House of Delegates recognizes the
decision of George W. Bush, president of the United States of
America in regard to the National Energy Policy, and, be it
Further Resolved, That the Clerk is directed to forward a copy
of this resolution to George W. Bush, President of the United
States of America.
