HOUSE CONCURRENT RESOLUTION NO. 31

Requesting the Division of Highways to name a portion of Pine Swamp Road between the intersection of U.S. 220 and the intersection of Stoney Run Road in Mineral County the "WWII 78th Lightning Division Road".

     Whereas, Army SSG Jonah Edward Kelley, a World War II Medal of Honor winner, grew up in Keyser, West Virginia and was a graduate of Keyser High School, where he excelled as a member of the football and basketball teams; and

     Whereas, Sergeant Kelley bravely served his country and gave his life as a member of the U. S. Army's 78th Infantry Division, commonly called the 78th Lightning Division; and

     Whereas, The community of Keyser, West Virginia has honored Sergeant Kelley and the men of the 78th Lightning Division for more than sixty-eight consecutive years; and

     Whereas, For more than six decades former members of the 78th Lightning Division have come to Keyser from throughout the United
States to honor Sergeant Kelley's memory and have established a trust fund to secure continuing presentations of the annual $6,000 J. Edward Kelley Scholarship award for future generations; and
     Whereas, April 10, 2013, will mark the 68th time that the J. Edward Kelley award will be presented to a student at Keyser High School; and

     Whereas, It is fitting to dedicate this road to link the men of the 78th Lightning Division with the students of Keyser High School; therefore, be it

     Resolved by the Legislature of West Virginia:

     That the Division of Highways name a portion of Pine Swamp Road between the intersection of U.S. 220 and the intersection of Stoney Run Road in Mineral County the "WWII 78th Lightning Division Road" ; and , be it

     Further Resolved, That the Division of Highways is requested to have made, and placed, signs at each end of the portion of the road proclaiming in bold letters the road to be the "WWII 78th Lightning Division Road" ; and, be it

     Further Resolved, That the Clerk of the House of Delegates, forward a certified copy of this resolution to Dave Boden, Publisher, Mineral Daily News Tribune, Keyser, West Virginia and to the Secretary of the Department of Transportation.
