Whereas,
The economy is bad; and
Whereas,
Unemployment is high; and
Whereas,
The budget must be balanced; and
Whereas,
It would benefit the people; therefore, be it
Resolved by the House of Delegates:
That the Governor is urged to cut spending before raising
taxes.
