H. R. 14--"Requesting our congressional representatives to introduce the Economic Fairness Act of 1993."
Whereas , The five states that had the highest average unemployment during the previous three years are identified annually; and
Whereas , Those five states so identified are entitled to a refund of ten percent of their federal income tax collections from the previous year. The maximum refund to one state would be one billion dollars; and
Whereas , The states receiving the refunds would be required to spend the money on job creating projects, such as rebuilding the state's infrastructure; and
Whereas , West Virginia qualifies as one of the five states this year. If passed, the Economic Fairness Act of 1993 would result in a refund to West Virginia of approximately $350,000,000.00; therefore, be it
Resolved by the House of Delegates:
That our congressional representatives are requested to introduce the Economic Fairness Act of 1993 and that a copy of this resolution be forwarded to each senator and congressman of the State of West Virginia.
