Requesting that the Joint Committee on Government and Finance
authorize a study of the adoption of green building standards
for the construction or renovation of public buildings.
Whereas, Energy costs for public buildings are skyrocketing;
and
Whereas, Energy use by public buildings contributes
substantially to the problems of pollution and global warming; and
Whereas, Public buildings can be built and renovated using
high-performance methods that save energy costs, preserve the
environment, and make workers and students more productive; and
Whereas, This Legislature is committed to more efficient
expenditures of public funds and increased protection of the health
and welfare of West Virginia residents; therefore be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to authorize a study of the adoption of green building
standards for the construction or renovation of public buildings;
and, be it
Further Resolved, That the Joint Committee on Government
Finance report to the regular session of the Legislature, 2009, on its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
