PE04-27-338 Institutions of Higher Education - Institutions vulnerable to poorly defined requirements; lack of monitoring after institutions of higher education food service contracts; inadequacies in food quality and safety; the extension of food service contract denies competitive bidding.
PE04-26-337 Division of Culture and History - Division should carefully consider the risks, additional expenses and uncertainties in alternative plans to resolve dissatisfaction with an acceptable design of the musuem; there is inadequate protection and risk of loss; division faces budget depletion.
PE04-25-336 Department of Health and Human Resources - Medicaid - The Office of Pharmacy Services collects 98% of prescription drug rebates; needs updated policies and procedures manual; Rapids is able to crossmatch and identify welfare recipients who are also receiving worker's compensation.
PE04-24-335 Commission for the Deaf and Hard of Hearing - A legal opinion indicates that the commission does not have clear statutory authority to use general revenue funds to award grants; the agency is receiving grants but those grants have been largely fulfilled by general revenue funds
PE04-23-334 Workers' Compensation - Statute and rules do not specify when claimants and medical providers must be paid; 26% of claimants and 17% of medical providers are not paid within the 15 working day time limit
PE04-22-333 Certification of Dialysis Technicians - The certification of Dialysis Technicians would be beneficial to the profession, the health care industry in general and to the health, safety, and well being of recipients of dialysis treatment.
PE04-21-332 Oral Health Program - Three projects comprising the oral health program are limited either in the scope of their activities or the areas of the state that receive services.
PE04-20-331 Tourism - Division promulgated procedural rules rather than legislative rules; Grantees receiving more than $15,000 are not following the independent audit requirements; Documentation to support grant scoring is not retained; Commission does not follow a legal process of audit findings.
PE04-19-330 Manufactured Housing Construction and Safety Board - Protects citizens; Shown improvement in completing the consumer complaint process within its required 90 days; the board is conducting dealer lot and installation audits as required.
PE04-18-329 Real Estate Appraiser Board - State Regulation of Real Estate Appraisers Serves Public Interest;   Board complies with some Chapter 30 requirements and other applicable laws and has made several improvements since its last evaluation.
PE04-17-328 West Virginia Racing Commission - Update on January 1999 Recommendations; Commission monitors and manages staff and its response to complaints provides for the control and regulation of racing in the state.
PE04-16-327 Department of Health and Human Resources - Medicaid - DHHR has made progress in expanding the enrollment of medical facilities in the federal 340B drug pricing program; However, its effort with respect to disproportionate share hospitals needs to be increased.
PE04-15-326 Emergency Medical Services Advisory Council - EMSAC has not paid its members compensation as required by Code, which may be a factor behind the lack of attendance at its meetings.
PE04-14-325 Health Care Authority - HCA should reestablish the Long Term Care Task Force to study the elderly poplulation and determine what changes in the long term care delivery system are needed to accomodate future demands.
PE04-13-324 Child Support Enforcement - Update - In 1996, almost 1/3 of cases in the agency's database required manual adjustments; in 2003, the rate is approximately 24%; the agency has converted to electronic transfer of child support and expects to implement a debit card system in the near future.
PE04-12-323 Public Land Corporation - PLC's fee structure is outdated and inadequate; standards used by the PLC to determine fair market value are not the same as the standards required by state law; update of 2001 recommendations.
PE04-10-321 James "Tiger" Morton Catastrophic Illness Commission - Commission has provided economic assistance to individuals facing catastrophic illness; Commission has not received donations or gifts or applied for grant funding.

PE04-08-319 Wheels to Work Program - The Wheels to Work Program Cost $24 million with a 53% completion rate; Several factors show a lack of proper oversight; The Charleston Gazette (WV) was overly simplistic in stating that the Program could have purchased new vehicles.
PE04-06-317 Public Defender Services - The Legislature should consider enhancing its Public Defender Repayment system to help reduce the financial burden to the state in providing legal representation for the indigent and to remove inequities in its current repayment system.
PE04-05-316 Board of Accountancy - Serves the public interest; Board needs to improve in accessibility; CPA exam is disproportionate to expenses.
PE04-04-315 School Building Authority - Project selection for funding by the SBA lacks accountability; Neither the SBA nor the Department of Education maintain sufficient information to study the effects of consolidation on student achievement
PE04-03-314 Clean Coal Technology Council - The Council never commenced operation but could still provide a valuable service to West Virginia
PE04-02-313 Board of Acupuncture - Licensure is needed; Operational arrangement limits accessibility to the public; the Board satisfactorily complies with some of the chapter 30 provisions
PE04-01-312 Board of Veterinary Medicine - Licensure is needed; Board complies with the Chapter 30 provisions; the Board should resume inspections.
