Senator Tarr moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for Com. Sub. for Senate Bill 335—A Bill to amend and reenact §18C-9-3, §18C-9-4 and §18C-9-5 of the Code of West Virginia,  1931, as amended, all relating to the West Virginia Invests Grant Program; modifying the eligible costs which for which the grants may be used; providing program fees must be approved by Council for Community and Technical College Education; defining terms; and providing that mandatory drug tests may be given at the beginning of the academic year or initial academic period.
