Delegates Hanshaw and Folk moved to amend the strike and insert on page 2, section 17A, line 39, immediately following the word Commissioner, by inserting the following “: Provided, however, for any utility which is not subject to the jurisdiction of the Public Service Commission, the lease shall not contain any exclusivity provisions.”
