The Committee on Government Organization moves to amend the title of the bill to read as follows:

H. B. 4458 - “A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §5-30-1, §5-30-2, §5-30-3,  §5-30-4 and §5-30-5; all relating to creating Citizen and State Accountability Act; requiring departments, agencies, and officials of state or local government to apply for major and minor grant agreements; establishing the requirements for applying for the grant agreements; requiring written consent of major grant requests by the Governor; permitting the Governor to prohibit the submission of a grant application; and defining terms.”
