The Committee on Government Organization moves to amend the title of the bill to read as follows:

H. B. 4431 - “A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §20-14A-1, §20-14A-2, §20-14A-3, §20-14A-4, §20-14A-5, §20-14A-6, §20-14A-7, §20-14A-8, §20-14A-9, §20-14A-10, §20-14A-11 and §20-14A-12; and to amend said code by adding thereto a new article, designated §20-14B-1, §20-14A-2, §20-14B-3, §20-14B-4, §20-14B-5, §20-14B-6, §20-14B-7, §20-14B-8, §20-14B-9, §20-14B-10, §20-14B-11 and §20-14B-12, all relating to establishing the Mountaineer Trail Bike Hike Network Recreation Authority and the Allegheny Front Mountaineer Off-Road Trail Network Recreation Authority; providing a statement of legislative purpose and findings; providing definitions; providing for boards and executive directors of each recreational authority; providing for methods of appointment to the authority boards; prescribing the terms of appointment; describing the powers and duties of the authority; limiting the liability of landowners; setting forth purchasing and bidding procedures; prohibits civil remedies; providing for conflicts of interest; providing criminal penalties; providing for severability; and authorizing rule-making.”
