    The Committee on Energy, Industry and Mining moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Senate Bill No. 360--A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §22-3-33, relating to the award of attorney fees by the Surface Mine Board and Circuit Court.
