     Claimants appeared pro se.
     Stephen R. Connolly, Assistant Attorney General, for Respondent.
     PER CURIAM:
      Claimants, Beverly and Allen Baker, brought this claim to recover the value of a book that was allegedly mailed to Claimant Allen Baker but which was never received. Claimant Beverly Baker seeks on behalf of her husband reimbursement of the purchase price of the book that Respondent improperly converted.
      Beverly Baker testified that she mailed books to her husband, Allen Baker, an inmate, and her husband never received the book. Claimant Allen Baker was not available to testify. However, Respondent admits the validity of the claim as well as the cost of the books involved. Furthermore, the Notice of Claim did not give a statement of facts. Claimants ask this Court to recommend an award for the value of the books.
      Under the circumstances mentioned above, the Court is of the opinion that Respondent’s admissions and value stipulations are proper and therefore the Court recommends and awards the claimant Allen Baker $28.98.
      Award of $28.98.
