The Joint Committee on Government and Finance is seeking an attorney for its Legislative Services Division located at the West Virginia State Capitol. The successful candidate would join unique, non-partisan office working with Delegates and Senators to research and prepare legislation. This position is further responsible for providing legal research and opinions for the Joint Committee, including its audit divisions, and defending opinions in committee meetings, when necessary. Successful candidate will also act as counsel to the Joint Committee and the Legislative Manager. Successful candidate will provide advice on a wide array of questions in furtherance of the objectives of the office.

The following are required: WV law license, excellent written and oral communication skills, attention to detail, sharp analytical skills and strong drafting abilities. Prior experience drafting legislation and/or experience with the legislative process is preferred.

The Deputy Clerk (must have law degree) is responsible for preparing decisions for the cases before the Court of Claims and Crime Victim Fund. He/she also assists the Clerk in the courtroom in Charleston as well as for out-of-town dockets. The Deputy Clerk also acts "in the place and stead" of the Clerk if the Clerk is unable to be in Court and/or the office. He/she takes telephone calls from the public and attorneys and assists claimants for both the Court of Claims and the Crime Victims Fund.

The Deputy Clerk drafts headnotes in all opinions for the Reports to the Legislamre and the published Reports of the Court. Volume 31 will be prepared this year.

The Deputy Clerk performs legal research at the direction of the Judges, the Clerk, and the Chief Deputy Clerk.

Joint Committee on Government & Finance - Public Information Office, State Capitol

The Public Information Office of the West Virginia Legislature is seeking an experienced Web Developer to join our team in Charleston.  Working with the web development team, this position will develop, test, deploy and support applications and dynamic webpages for the users of the West Virginia Legislature’s website. The ideal candidate will have at least two years of relevant work experience and knowledge in programming, database development and design.

JOB REQUIREMENTS: Bachelor’s Degree in Computer Science or equivalent experience, HTML5, CSS3, SQL & MySQL, PHP, Javascript, VBA, and excellent oral and written communication skills.

ADDITIONAL PREFERRED SKILLS: Audio/video live streaming, Wowza streaming server, responsive development, Adobe ColdFusion, Adobe Creative Suite (Dreamweaver, Photoshop, Illustrator), JQuery, JQuery-Mobile, ActionScript, Microsoft Server and XSLT.
