SENATE CONCURRENT RESOLUTION NO. 38

Requesting the Joint Committee on Government and Finance study
alternative fuels and energy consumption relating to vehicular
transportation.
Whereas, West Virginia is an energy producing state with
facilities that can serve as a backbone for alternative fuel
vehicles; and
Whereas, Energy consumption related to vehicular
transportation has a profound effect on West Virginia's economy;
and
Whereas, West Virginia is engaged in the export of natural
resources used as energy, it is incumbent that the Legislature
assist in the development of value added uses for homegrown energy;
and
Whereas, Energy and vehicular design are the subject of
various research projects at West Virginia University and Marshall
University, and the universities' research should be included in
this study; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to study alternative fuels and energy consumption related
to vehicular transportation on West Virginia's economy; and, be it
Further Resolved, That the Joint Committee on Government and
Finance seek input from state agencies and private industry on
alternative fuels and energy consumption related to vehicular
transportation; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2011, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
