A BILL to amend the Code of West Virginia, 1931, as amended, by
adding thereto a new section, designated §29-6-29, relating to
requiring the Director of the Division of Personnel to develop
a demographic information survey to be completed by all
officers and employees of the state; and providing that
completion of the survey is mandatory, but the officers and
employees may not be identified.
Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended
by adding thereto a new section, designated §29-6-29, to read as
follows:
ARTICLE 6. CIVIL SERVICE SYSTEM.
§29-6-29. Mandatory demographic information.
(a) The Director of the Division of Personnel shall develop a
demographic information survey requiring information relating to educational background, past military service, present members of
the National Guard and Reserves, persons retired from all branches
of the military, types of insurance coverage, including the
Department of Defense's health care program for members of the
uniformed services, their families and survivors, retirement plans,
the date an officer or employee plans to retire and any other
information considered pertinent in assisting the Governor and the
Legislature to address current and future issues relating to
employment, retirement, insurance, and health benefits of state
officers and employees. The survey may not be longer than one page
and may not identify the officers or employees completing the
surveys or their places of employment within the state.
(b) All officers and employees of the state shall complete
the demographic information survey, but are not required to provide
their names or any other personal information. The demographic
information survey shall be completed by all new officers and
employees and by current officers and employees at the end of the
fiscal year and they may be required to complete a new demographic
information survey every two years.
NOTE: The purpose of this bill is to
require the Director of
the Division of Personnel to develop a demographic information
survey to be completed by all officers and employees of the state.
The bill also provides that completion of the survey is mandatory,
but the officers and employees may not be identified.
