Requesting the Joint Committee on Government and Finance to
conduct a study on the need for setting standards for
assignment of school athletic directors.
Whereas, There is a need for individuals to be responsible
for supervising the management and operation of the athletic
programs and activities in schools; and
Whereas,
County boards of education and schools fulfill this
need in a variety of methods and with a variety of school
employees, coaches or other individuals
; and
Whereas, Athletic budgets are often one of the largest
financial accounts in schools, and managing an athletic budget
demands great responsibility; and
Whereas,
School administrators ultimately are responsible for
ensuring that provision is made for all the aspects of athletic
team operations
; and
Whereas, It is becoming increasingly more difficult for
coaches and school administrators to fulfill these responsibilities in addition to their job requirements; and
Whereas, These responsibilities require a significant time
commitment and it is becoming more difficult to retain the
individuals assigned to these duties; and
Whereas, Some county boards and schools assign to athletic
directors the duties and responsibilities of planning,
management, operation and evaluation of the total athletic
program; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to study the need for setting standards for assignment
of school athletic directors; and, be it
Further Resolved, That the said Joint Committee on
Government and Finance is requested to report to the regular
session of the Legislature, 2011, on its findings, conclusions
and recommendations, together with drafts of any legislation
necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and draft necessary legislation
are requested to be paid from legislative appropriations to the
Joint Committee on Government and Finance.
