HOUSE CONCURRENT RESOLUTION 62

Requesting the Division of Highways name Bridge Number: 39-066/00-002.25 () (39A218), (39.3584862709588, -79.8283876471375) locally known as YORK RUN BOX CULVERT, carrying Yorks Run Road over York Run, the "U.S. Army PFC Henry James Miller Memorial Bridge".

Whereas, U.S. Army PFC Henry James Miller lived a life worthy of remembrance;

Whereas, Henry was born on December 8th, 1987, in Kingwood, WV and grew up in Fellowsville, WV with a large family loved by their community; and

Whereas, Henry exhibited a strong skill in athletics, focusing on wrestling, that carried him through middle school at Phillipi Christian Academy in Phillipi, WV and into high school at University High School in Morgantown, WV; and

Whereas, At University High School, Henry earned several national and state wrestling titles and state placements for three years in high school; and

Whereas, During his senior year, and based on admiration for his uncle Jarrett Jennings, Henry enlisted in the United States Army at 18 in 2006; and

Whereas, Henry reported to Fort Benning, Georgia for training and was placed in Fort Lewis, WA for his first duty station; and

Whereas, Henry was deployed to Iraq in 2007 as part of the 1st Battalion, 38th Infantry Regiment, 4th Brigade, 2nd Infantry Division in Balad, Iraq; and

Whereas, Henry's unit was under constant threat from Al-Qaeda and he lost several close friends and soldiers during his 14 month deployment; and

Whereas, Henry would deploy again with the same unit in 2009 until 2010; and

Whereas, Henry was honorably discharged and moved with his family to Chester, WV; and

Whereas, Despite finding work in the coal mines and being near family, Henry suffered from post-traumatic stress disorder (PTSD) as a result of his service in Iraq and struggled to find a place in civilian life; and

Whereas, Henry would ultimately pass away on August 11th, 2013, having struggled with these issues for years; therefore, be it

Resolved by the Legislature of West Virginia:

That the Division of Highways name Bridge Number: 39-066/00-002.25 () (39A218), (39.3584862709588, -79.8283876471375) locally known as YORK RUN BOX CULVERT, carrying Yorks Run Road over York Run, the "U.S. Army PFC Henry James Miller Memorial Bridge",  and, be it

Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the bridge as the "U.S. Army PFC Henry James Miller Memorial Bridge"; and, be it

Further Resolved, That the Clerk of the House forward a copy of this resolution to the Commissioner of the Division of Highways.
