HOUSE CONCURRENT RESOLUTION NO. 2

Requesting the Division of Highways to name the bridge in French Creek on State Route 20 , bridge number 49-20-16.02, as the "Sergeant Billy W. Rapp, U.S. Army Memorial Bridge".

Whereas, Sergeant Billy W. Rapp,
was born on May 30, 1947, in Hookersville, West Virginia, son of John W. and Margaret E. Rapp; and
Whereas,
Sergeant Rapp, enlisted in the United States Army on October 24, 1966, and eventually being promoted to sergeant; and
Whereas,
During his service to his country while in the Army, Sergeant Rapp, was awarded the Bronze Star Medal, posthumously, the Army Commendation Medal, the Good Conduct Medal, the National Defense Service Medal, the Vietnam Service Medal and the Republic of Vietnam Campaign Ribbon; and
Whereas, Sergeant Rapp also qualified as a M14 Rifle Expert with Rifle Bar and 45 Pistol Marksman with Pistol Bar; and
Whereas, On
March 21, 1969, Sergeant Rapp, died in Vietnam at Binh Duong Province during hostile gun fire in service to his country; and
Whereas, It is fitting to honor Sergeant Billy W. Rapp,
for his service to his community, his state and giving the ultimate sacrifice to his country by naming the bridge in French Creek on State Route 20 , bridge number 49-20-16.02, as the "Sergeant Billy W. Rapp, U.S. Army Memorial Bridge" ; therefore, be it
Resolved by the West Virginia Legislature:
That the Legislature hereby requests the Division of Highways to
name the bridge in French Creek on State Route 20 , bridge number 49-20-16.02, as the "Sergeant Billy W. Rapp, U.S. Army Memorial Bridge" ; and, be it
Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the bridge as the "
Sergeant Billy W. Rapp, U.S. Army Memorial Bridge "; and, be it
Further Resolved, That the Clerk of the House of Delegates forward a certified copy of this resolution to the Secretary of the Department of Transportation and to
the family of Sergeant Billy W. Rapp .
