HOUSE CONCURRENT RESOLUTION NO. 166

(By Delegates R. Smith, Barill, Canterbury, Evans, A., Cooper, Cadle, Evans, D., Wells, Romine, Sponaugle, Poling, M., Ambler, Diserio, Eldridge, Faircloth, Ferro, Fragale, Guthrie, Jones, Moye, Skaff, Skinner, Stowers, Sumner and Williams)

 

 

Requesting the Joint Committee on Government and Finance to study the allocation of resources by the Department of Highways for the removal of snow and general highway maintenance in those counties receiving over one hundred inches of snow in an average winter.

    Whereas, The Legislature recognizes the importance of our highways in our economy; and

    Whereas, The Legislature recognizes that some of our more mountainous counties receive heavy amounts of snow each winter; and

    Whereas, The Legislature recognizes that these counties have significant obstacles in maintaining educational transportation and road maintenance due to the heavy amounts of snow they receive; and

    Whereas, The Legislature seeks to address the need to examine our highway maintenance and snow removal in these counties in order to achieve maximal results for our citizens; and

    Whereas, The Legislature believes that greater benefits could accrue to the public if we examined the plans of the Department of Highways for snow removal and highway maintenance in these counties to insure these resources were and are allocated in the most optimal fashion; therefore, be it

    Resolved by the Legislature of West Virginia:

    That the Joint Committee on Government and Finance study the operation of the Department of Highways concerning the removal of snow and general highway maintenance in those counties receiving over one hundred inches of snow in an average winter; and, be it

    Further Resolved, That the Committee shall consider the impact of those policies adopted and exercised by the Department of Highways in our most snowy counties; and, be it

    Further Resolved, That the Committee shall consider the impact of revising those policies adopted and exercised by the Department of Highways; and, be it

    Further Resolved, That the Committee shall consider such other information or documentation as the committee may request in order to achieve the goals of this resolution; and, be it

    Further Resolved, That the Committee report to the regular session of the Legislature, 2014, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it

    Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
