HOUSE CONCURRENT RESOLUTION NO. 149

(By Delegates White, Campbell, Varner, Skaff, Guthrie, Cann and Stowers)

 

 

 

Requesting that the Joint Committee on Government and Finance authorize a study regarding tax credits for alternative fuel vehicles and alternative fueling stations.

    WHEREAS, It is in the best interest of the citizens of this state to encourage the use of alternative fuels, especially those that support natural resource industries located in this state;

    WHEREAS, This state has an abundant supply of alternative fuels and an extensive supply network;

    WHEREAS, It is in the best interest of the citizens of this state to reduce the state’s dependence on foreign oil and to improve air quality;

    WHEREAS, The cost of motor vehicles which utilize alternative-fuel technologies remains high in relation to motor vehicles that employ more traditional technologies, citizens of this state who might otherwise choose an alternatively-fueled motor vehicle are forced by economic necessity to continue using motor vehicles that are fueled by more conventional means; and

    WHEREAS, Determining the most cost effective means of promoting the use of alternative fuels in this state, including, but not limited to, the gathering of information upon which an accurate projection of the use of the existing tax credits designed to encourage use of alternative fuels, would assist the Legislature in the formulation of policy most appropriate to accomplish its goal of greater use of alternative fuel vehicles, therefore, be it:

    Resolved by the Legislature of West Virginia:

    That the Joint Committee on Government and Finance is hereby requested to study the most cost effective means of encouraging the use of alternative fuels in this state; and be it

    Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2013, on it findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it

    Further Resolved, That the expenses necessary to conduct this study, to prepare a report and draft necessary legislation by paid from legislative appropriations to the Joint Committee on Government and Finance.
