              HOUSE CONCURRENT RESOLUTION NO. 148

Requesting the Joint Committee on Government and Finance authorize a study on the feasibility of encouraging the utilization of “green” liquified gas fracturing processes as an alternative to water based extraction technologies.

    WHEREAS, Natural gas exploration and development particularly in the Marcellus Shale fields is recognized as a potential driver of significant economic development in this state; and

    WHEREAS, Exploration in the Marcellus Shale fields, while economically significant, commonly utilizes a process of hydraulic fracturing that is known to be water intensive and therefore represents specific engineering concerns about fresh water use, relevant water quality and hydraulic waste water disposal and treatment; and

    WHEREAS, New gas and oil technologies are being developed, such as liquified nitrogen, gelatinous propane, and liquified natural gas fracturing, which may be economically viable, environmentally sound and technologically feasible for use in this state, that use process that are not water intensive representing environmentally sound and scientifically valid alternatives to hydraulic fracturing processes; and

    WHEREAS, The Legislature is committed to facilitating sound economic development to benefit the state including diversifying the energy portfolio in this state by encouraging the development and deployment of environmentally responsible technologies that will allow West Virginia to remain an energy leader well into the future; therefore, be it

    Resolved by the Legislature of West Virginia:

    That the Joint Committee on Government and Finance is hereby requested to study encouraging the utilization of “green” liquified gas fracturing processes as an alternative to water based extraction technologies; and, be it

    Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2013, on its findings, conclusions, and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it

    Further Resolved, That the expenses necessary to conduct this study and to prepare and draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
