A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §17C-24-1, relating to directing the Commissioner of the Division of Highways to promulgate rules providing for a limited, one-time period whereby individuals who have unpaid traffic violations, other than serious traffic offenses, may make a one-time payment of all outstanding violations at a reduced rate.

Be it enacted by the Legislature of West Virginia:

That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new article, designated §17C-24-1, to read as follows:

ARTICLE 24.  PERIOD FOR REDUCED PAYMENTS OF TRAFFIC CITATIONS.

§17C-24-1.  Period for reduced payments of traffic violations; exception; rule-making.

The Commissioner of the Division of Highways shall propose rules for legislative approval in accordance with article three, chapter twenty-nine-a of this code for a limited, one-time period whereby individuals who have unpaid traffic citations issued pursuant to this chapter, other than serious traffic offenses as set forth in article five of this chapter, may make a one-time payment of all outstanding violations at a reduced rate. The commissioner shall consider the length of the time period, the amount that the outstanding violations would be reduced, the amount, if any, that the court fees would be reduced, and the amount, if any, that any license reinstatement fee would be reduced or eliminated.

NOTE: The purpose of this bill is to direct the Commissioner of the Division of Highways to promulgate rules providing for a limited, one-time period whereby individuals who have unpaid traffic violations, other than serious traffic offenses, may make a one-time payment of all outstanding violations at a reduced rate.
