A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §17A-2-25, relating to motor vehicle license plates; requiring the Commissioner of the Division of Motor Vehicles to conduct a study on the cost effectiveness of flat license plates; and, if the study determines flat license plates is cost effective, requiring the commissioner to manufacture those types of plates.

Be it enacted by the Legislature of West Virginia:


That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §17A-2-25, to read as follows:

ARTICLE 2.  DIVISION OF MOTOR VEHICLES.


§17A-2-25.  License plates; study; manufacture.

The commissioner shall conduct a study to determine whether flat license plates would be more economical to design, manufacture and issue than the current embossed plates. The commissioner shall include in the study the cost of new equipment and machinery necessary for flat plates. The study has a conclusion date of December 31, 2017, and if flat plates are determined to be more cost effective, the commissioner shall purchase all necessary equipment, items and machinery necessary to design, manufacture and issue flat license plates as soon as it is practicable.

 

NOTE: The purpose of this bill is to require the Commissioner of the Division of Motor Vehicles to conduct a study on the cost effectiveness of flat license plates. The bill requires the commissioner to issue those types of plates if the study determines flat license plates are cost effective.
