A BILL to amend the Code of West Virginia,1931, as amended, by adding thereto a new section, designated §15-2-10b, relating to requiring the State Police to lease rather than buy vehicles if cost effective; limitations; vehicle identification.

Be it enacted by the Legislature of West Virginia:

That the Code of West Virginia,1931, as amended, be amended by adding thereto a new section, designated §15-2-10b, to read as follows:

ARTICLE 2. WEST VIRGINIA STATE POLICE.

§15-2-10b. State police vehicles.

The superintendent shall conduct a study to determine if it would be more cost effective for the State Police to lease their vehicles rather than purchase them. Vehicles shall be limited to standard police equipment. The vehicles may be wrapped with the State Police colors rather than being painted. If the superintendent determines that leasing vehicles is more cost effective than purchasing them, he or she shall institute a policy and procedure for leasing vehicles for all future vehicle needs. If the superintendent determines that leasing vehicles is not more cost effective or is impractical, he or she shall continue the present policy for acquiring vehicles for use by the State Police.

NOTE: The purpose of this bill is to require the State Police to lease rather than buy vehicles if cost effective.
