A BILL to amend the Code of West Virginia, 1931, as amended, by
adding thereto a new section, designated §18C-7-9, relating to
creating the PROMISE Scholarship Summer Internship Program;
requiring participation by certain agencies and individuals;
directing
Governor's Workforce Investment Division
and
Workforce West Virginia One Stop Center
s to provide certain
services; providing for evaluation of work performance; and
requiring certain reports.
Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended
by adding thereto a new section, designated §18C-7-9, to read as
follows:
ARTICLE 7. WEST VIRGINIA PROVIDING REAL OPPORTUNITIES FOR
MAXIMIZING IN-STATE STUDENT EXCELLENCE SCHOLARSHIP
PROGRAM.
§18C-7-9. PROMISE Scholarship Summer Internship Program;
participation; evaluations; reports required.
(a) General -- For the purposes of this section, terms have
the meaning ascribed to them in section two, article one, chapter
eighteen-b of this code, unless the context in which the term is
used clearly requires a different meaning or a specific definition
is provided in this section.
(b) Definitions --
(1) "Center" means a Workforce West Virginia One Stop Center;
(2) "Institution" means a state college, university or
community and technical college;
(3)
"Division" means the Governor's Workforce Investment
Division
of the West Virginia Development Office

(4) "Summer internship program" means the PROMISE Scholarship
Summer Internship Program, including paid summer internships,
apprenticeships and unpaid volunteer work experiences;
(5) "Business partner" whether used in the singular or
plural, means a business, government agency, nongovernment agency,
or nonprofit organization located in West Virginia which
participates in the PROMISE Scholars Summer Internship Program; and
(6) "Intern" means a PROMISE scholar who is participating in
the PROMISE Scholarship Summer Internship Program
.
(c) Effective the first day of July, two thousand eight, each
PROMISE scholar is required to register with a center to participate in a summer internship program. The student shall
accept at least one paid summer internship during the time that he
or she is receiving the PROMISE Scholarship if the center
determines that a suitable placement is available. The student may
choose to serve one or more additional paid or unpaid internships,
apprenticeships or volunteer work experiences while receiving the
PROMISE Scholarship.
(d) Business partners shall register with the local center in
their area and shall supply the center with a job description for
each internship they have available. The local center is
responsible for hosting job fairs for business partners to meet and
interview prospective interns seeking summer employment.
(e) The division shall support the summer internship program
and shall provide the following services:
(1) Recruit business partners to make available meaningful
paid summer employment, paid apprenticeships or unpaid volunteer
work experiences for PROMISE scholars;
(2) Sponsor a fall and a spring career fair for all PROMISE
scholars who are seniors; and
(3) Provide a report to the respective institutions explaining
how students are being prepared for the world of work using
feedback from the business community.
(f) The career planning and placement center of a
participating institution is responsible for preparing PROMISE scholars for job interviews and for hosting campus interviews with
prospective employers
for PROMISE scholars.
(g) The division shall prepare a performance evaluation in a
standardized format and make it available to all participating
business partners to evaluate the work performance of each intern.
At the end of the summer internship, each employer shall forward
the completed evaluation to the local center. The center shall
collect and analyze the data from all the evaluation forms it
receives before forwarding the individual evaluation to the career
planning and placement office of the appropriate institution.
(h) By the first day of November, two thousand eight, and
annually thereafter, each local center shall collect and analyze
the data from performance evaluations prepared by the business
partners and provide a summary of the analysis to the division.
The center also shall include in its report a record of
job offers
made to PROMISE scholars
as a consequence of internships,
apprenticeships, volunteer work experiences or other activity
provided for in this section.
(i) The division shall compile all information received from
centers throughout the state relevant to the summer internship
program and prepare a report for the Governor by the first day of
January, two thousand nine, and annually thereafter, analyzing the
effectiveness of the program and data on job offers PROMISE
scholars have received, together with any recommendations for programmatic or procedural changes to the summer internship program
for the upcoming year.
