COMMITTEE SUBSTITUTE FOR

HOUSE CONCURRENT RESOLUTION NO. 25

Requesting the Division of Highways to rename the Camp Creek bridge over Camp Creek on State Route 152, in Lavalette, Wayne County, bridge number 50-152-41.56, the “U.S. Army CPL Fred Russell Memorial Bridge”.

    Whereas, CPL Fred Russell was born on April 24, 1922 in East Lynn, West Virginia and passed away on March 21, 2011 in Huntington, West Virginia; and

    Whereas, CPL Fred Russell served in the United States Army during World War II, and was in active service from November 1, 1942 until September 10, 1945; and

    Whereas, CPL Fred Russell served in General Eisenhower’s Division during five battles, including in Normandy, Northern France, Rhineland, Ardennes and Central Europe; and

    Whereas, CPL Fred Russell was awarded the Purple Heart for injuries sustained in action in France in August, 1944; and

    Whereas, CPL Fred Russell was also awarded five major Battle Stars, a Gold Leaf, the Good Conduct Medal, the European-African-Middle Eastern Campaign Medal, the World War II Victory Medal, the Honorable Service WWII Lapel Button and the Sharpshooter Badge; and

    Whereas, CPL Fred Russell was a life member of VFW Post 1064 in Huntington and American Legion Post 93 in Kenova; and

    Whereas, CPL Fred Russell returned from service and became a successful local businessman in Wayne, Lavalette and Huntington, West Virginia; and

    Whereas, CPL Fred Russell served the children of his community by supporting many organizations, including the Cub Scouts, Boy Scouts, Wayne County Little League, and the Wayne Order of Rainbow Girls; and

    Whereas, CPL Fred Russell further served his community as a FEMA representative, building permit officer, assistant to the assessor, a member of the Huntington Chamber of Commerce, and a charter member of Huntington AARP; and

    Whereas, CPL Fred Russell was a Royal Arch Mason and member of Wayne Masonic Lodge #18, AF & AM, as well as Wayne Chapter 156, Order of Eastern Star; and

    Whereas, It is fitting and proper, that CPL Fred Russell be remembered and acknowledged for his courageous action and military service, as well as his long service to the communities of Lavalette, Wayne and Huntington, West Virginia; therefore, be it

    Resolved by the Legislature of West Virginia:

    That the Division of Highways is hereby requested to name the Camp Creek bridge over Camp Creek on State Route 152, in Lavalette, Wayne County, bridge number 50-152-41.56, the “U.S. Army CPL Fred Russell Memorial Bridge”; and, be it

    Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the bridge as the “U.S. Army CPL Fred Russell Memorial Bridge”; and, be it

    Further Resolved, That the Clerk of the House of Delegates forward a certified copy of this resolution to the Secretary of the Department of Transportation and to the surviving family of CPL Fred Russell.
