any employee thereof acting in the scope of his or her employment
has violated any such provision, and may suspend a retail license
without hearing for a period not to exceed twenty days if he or she
finds probable cause to believe that the retail licensee or any
employee thereof acting in the scope of his or her employment has
willfully violated any such provision.
