WVC 60-3-23 §60-3-23. Conduct of purchasers upon premises of state store.
A person, while on the premises of a state store or agency, shall not:

(1) Break the seal upon any package of alcoholic liquors;

(2) Consume alcoholic liquor;

(3) Loiter.
