WVC 29 C- 3 - 101 §29C-3-101. Powers.
Every notary public is empowered to:

(1) Take acknowledgments;

(2) Administer oaths and affirmations;

(3) Certify that a copy of a document is a true copy of another document; and

(4) Perform any other act permitted by law.
