WASHINGTON, D.C, – West Virginia House Finance Chairman Harry Keith White has been named Vice Chair of the National Conference of State Legislatures, Budgets and Revenue Committee for 2010-2011. Massachusetts Senator and NCSL President Richard T Moore made the appointment. This marks Delegate White’s second term as a Vice Chair of the committee.
“I am honored to continue to represent the interests of state legislatures in the ongoing debate over the changing state-federal relationship,” White said about his reappointment.
The Budgets and Revenue Committee is one of 12 standing committees of the National Conference of State Legislatures. The standing committees are responsible for developing policies that guide NCSL’s activities on Capitol Hill and within the administration. The policies stress three themes: opposition to unfunded federal mandates, prevention of unnecessary preemption of state laws and protection of state revenue sources.
“Harry Keith brings a great deal of knowledge and experience to the table,” said Senator Richard Moore. “I am pleased that he has accepted the appointment and I look forward to his valuable contributions to state public policy over the next year.”
NCSL has just completed an active year in representing the interests of the states in Washington, D.C. including work on the extension of an enhanced Federal Medicaid match, financial services reform, transportation finance reauthorization, and electronic commerce, among other issues.
Delegate White, a 16-year veteran of the West Virginia House of Delegates has served a Finance Chairman since January 2007. “I believe my reappointment is in part due to how well West Virginia is doing in this difficult time. My legislative friends from other states know better than most, of the steps West Virginia has taken to avoid the tax increases and cuts in services that have resulted in other states. I am most proud of the work of this Legislature and Governor to anticipate and mitigate the economic blow to the state and state budget,” Delegate White said.
The National Conference of State Legislatures is the bipartisan organization that serves the legislators and staffs of the states, commonwealths and territories. NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues and is an effective and respected advocate for the interests of the states in the American federal system.
