Legislature Reviewing State Purchasing Laws, Grant Oversight

Charleston, WV - In light of the issues raised today by the Legislative Auditor surrounding the bidding and contracting of the installation of broadband technology towers, the Senate President and House Speaker have already begun a thorough review of the state’s purchasing laws, as well as the oversight of state grants funds, to determine if there is the need for new legislation.

"I appreciate the gravity of the findings contained in the report from the Legislative Auditor's office," Senate President Jeff Kessler said. "Ensuring the public's trust in how the state spends taxpayer dollars is my highest priority. That was the driving factor that led the Speaker and myself to initiate an interim study of state purchasing practices so that these type of the mistakes and existing loopholes can be fixed."

The Special Report produced by the Legislative Auditor’s Office -- “Failure to Comply With State Purchasing Laws in the Procurement of Broadband Technologies Opportunities Program (BTOP)” – was presented to a joint meeting of the Legislature’s committees on Government Operations and Government Organization this morning.

House Speaker Tim Miley noted that this report illustrates the value of the Legislature’s auditing process.

“I applaud our Legislative Auditor’s efforts in uncovering flaws in the grant distribution system and pointing out the need for better oversight by the state of these kinds of grants,” Speaker Miley said. “The Legislature and Governor strive to be vigilant stewards of taxpayer money, and in doing so, we will continually look at how we can strengthen the state’s purchasing system.”
