Legislature Completes Supplemental Appropriation for Fiscal Year 2016

CHARLESTON – Senate Bill 1002, which is a supplemental appropriation bill designed to close the shortfall in the budget for Fiscal Year 2016, completed legislation today.

The measure transfers the unexpired balances of accounts in departments throughout the executive and legislative branches, totaling more than $63.7 million:

  • $3,150,000 from the Joint Expenses, Tax Reduction and Federal Funding Increased Compliance fund;
  • $3,000,000 from the Governor’s Office, Civil Contingent Fund;
  • $3,000,000 from the Treasurer’s Office, Personal Income Tax Reserve Fund;
  • $8,500,000 from the Attorney General Consumer Protection Recovery Fund;
  • $2,500,000 from the Department of Health and Human Resources. West Virginia Health Care Authority – Health Care Costs Review Fund;
  • $32,000,000 from the Department of Revenue, Office of the Secretary – Revenue Shortfall Reserve Fund (Rainy Day Fund)
  • $5,000,000 from the Department of Revenue, Insurance Commissioner – Insurance Commission Fund;
  • $4,631,089.49 from the Department of Revenue, Lottery Commission, Operating and Expenses Fund; and,
  • $2,000,000 from the Public Service Commission.

    “I’m pleased to get this much-needed supplemental appropriation passed and sent down to Governor Tomblin,” Senate President Bill Cole, R-Mercer, said. “Taking care of our obligations for this current budget year will help clear the decks to finish the work we were called to Charleston to do, which is to pass a responsible, balanced budget for Fiscal Year 2017 that we hope the Governor will approve.”

    The Extraordinary Session will continue on Tuesday, May 31.
