Delegate Kurcaba Disappointed in Veto of DOH Hiring Reform Bill

CHARLESTON, W.Va. - Delegate Brian Kurcaba, R-Monongalia, issued the following statement today in response to Gov. Earl Ray Tomblin's veto of House Bill 4561, which created a special hiring process for West Virginia Division of Highways employees.

"I'm disappointed the Governor decided to veto this bill and maintain the status quo in our highways division," Kurcaba said. "This bill would have cut red tape and sped up the process to fill critically needed positions in the Division, creating new jobs for West Virginians. Over the last 12 months I have worked closely with the Division and the Governor's office to fix the hiring process and to address the real problems. I am not confident the problems can be fixed internally. Perhaps it is time to start looking at bidding the work to private contractors to get qualified people working on West Virginia roads now."

Kurcaba was lead sponsor of the bill. The legislation was one of the recommendations of the Legislature's Division of Highways audit, which was released earlier this year and identified between $25 million to $50 million in annual savings.

"The hiring process at the Division of Highways was tied up by state rules, and this led to delays of up to five months to hire qualified candidates," Kurcaba said. "This bill was designed to speed up that process and ensure our qualified candidates did not become discouraged and look for work elsewhere. I will continue to work to fix our road problems and make sure red tape isn't getting in the way of our highways needs."
