What Bills to Contain
96. Bills proposing laws or changes in laws shall consist of
a title, beginning with the words "A BILL to," and contain a brief
statement of the object of the proposed measure, and if it amends
or changes a law, a reference to the law proposed to be changed.
The bill proper shall begin with the enacting clause, Be it
enacted by the Legislature of West Virginia," and state at large
the measure proposed.
