Reference to Committees
95. Bills introduced by any member, on motion for leave, or
by any standing committee, shall be read by their titles and
referred to the appropriate committee without printing, and all
such bills shall be treated in committee as resolutions of inquiry.
If the committee report a bill different from one so introduced,
either by amendment or substitution, such bill shall be received
and treated in the House as the original bill, and the committee
report and Journal of the House shall show that the bill was either
amended or substituted in committee: Provided, That in no instance
shall a House or Senate bill be referred to the Committee on Rules.
