Method of Introducing
92. Bills for introduction in the House on the opening day
of any session of the Legislature may be filed with the Clerk not
later than the day preceding the opening of such session. During
sessions bills to be introduced shall be filed with the Clerk not
later than 12:00 o'clock meridian on the legislative day next
preceding their introduction. Before formal introduction, the
Clerk shall number such bills as are presented and edit and
correct them as to form. When the time for introducing bills is
reached in the regular order of business, the Clerk shall report
each of said bills by title in the same manner as if it were
introduced from the floor. This rule shall not deny a member the
right to introduce a bill from the floor in case of urgency.
