Bill Not to Be Divided among Committees, Speaker May Direct Second
Reference 80. A bill may not be divided among two or more committees
although it may contain matters properly within the jurisdiction of
several committees, but must be referred to one committee as an
entirety.
When the Speaker is of the opinion that a bill should be
considered by more than one committee, at the time of referring it
he may direct that when the committee to which it is referred
completes its consideration thereof and makes a recommendation with
respect thereto, the committee's report shall also recommend that
it be referred to the committee as previously directed by the
Speaker. When a bill is so reported, it shall automatically be
referred as directed, unless by unanimous consent the House shall
dispense with such second reference.
