Division of Question
44. Any member may call for a division of any question before
the vote thereon is taken, if it comprehend propositions in
substance so distinct that, one being taken away, a substantive
proposition will remain for the decision of the House, but the
member calling for the division of a question shall state in what
manner he proposes it shall be divided. A motion to strike out and
insert shall be deemed indivisible, but a motion to strike out
being lost, shall preclude neither amendment nor motion to strike
out and insert.
