Clerk to Have Charge of Clerical Business of House
16. The Clerk shall have charge and supervision of all the
clerical business of the House. He shall perform the duties
imposed on him by law and the rules of the House. He shall have
charge of the Clerk's desk and shall see that no one is permitted
therein except himself and those assisting him.
