Vote of the Speaker
14. In all cases of a call of the yeas and nays, the Speaker
shall vote, unless excused; in other cases he shall not be required
to vote unless the House is equally divided, or unless his vote, if
given to the minority, will make the division equal and in case of
such equal division the question shall be lost. When the yeas and
nays are taken, the Speaker's name shall be called last.
