Appointment of Speaker Pro Tempore, Presiding Officer in Absence of
Speaker
8. The Speaker shall appoint a Speaker pro tempore, who,
during the absence of the Speaker, shall preside and perform all
duties of the Speaker: Provided, That the Speaker may designate,
by appointment in writing entered upon the Journal of the House,
any member, other than the Speaker pro tempore, who, during the
absence of the Speaker, shall preside and perform the duties of the
Speaker until the Speaker returns to the chair: Provided, however,
That the Speaker may call any member to the chair to perform the
duties of Speaker but such substitution shall not extend beyond an
adjournment: Provided, further, That the Speaker pro tempore or
any other member hereunder designated shall so preside for a period
not to exceed three consecutive legislative days, but for no longer
period, except by special consent of the House.
