Questions of Order
6. The Speaker shall decide all questions of order subject to
an appeal to the House when demanded by any ten members. He may
speak to questions of order in preference to other members, and may
make the concluding speech on any appeal from his decision,
notwithstanding, he may have before spoken on the question; but no
other members shall speak more than once on such appeal without
leave of the House.
When properly requested by a member, the Speaker shall inform
the House upon any point of order or practice pertinent to the
business before it.
