Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to allow volunteer firefighters a discount on motor vehicle registration fees. Volunteer firefighters would be given two years of motor vehicle registration when they pay for a one year registration.
The Division estimates there are 10,000 volunteer firefighters in West Virginia. A vehicle registration is $30.00, with $28.50 of that being the actual registration fee. The Division estimates the loss of registration revenue to the road fund to be $285,000, every other year. Our interpretation of the bill is that the $1.00 fee collected for litter control and the 50 cent fee collected for insurance enforcement will still be paid annually bu the firefighter.
The cost to implement this bill will include changes to the Division's vehicle registration database and cash register system. The total estimated cost for these changes is $12,500.
