Explanation of above estimates (including long-range effect):
We believe the implementation of Election-Day registration of voters as set out in the proposed Bill would generate additional costs for both the State of West Virginia, principally through of the Office of the West Virginia Secretary of State and the various county governments as well. However, we are not aware of any definitive analysis which has been conducted in West Virginia to attempt to accumulate the costs for additional equipment and employee hours to provide for Election-Day registration. It would seem reasonable to conclude that those costs would not necessarily be borne uniformly at the county-level, but would instead be directly and indirectly influenced by various factors at the county-level including existing election staffing and voting equipment, already in place.
Memorandum
We would recommend obtaining relevant costing projections from the Office of the West Virginia Secretary of State who works more closely with the various County Clerks around West Virginia in a collaborative effort to effectuate the Election Laws of the State.
